This proposal formally petitions the Government of Canada, through democratic mandate under the Canada Beyond Vote Protocol (CBVP), to:
1. Withdraw from the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) using Article X(1),
2. Begin domestic research, development, and secure stockpiling of nuclear weapons under a newly established federal agency,
3. Update national defence policies to reflect this new reality of self-determination, deterrence, and sovereignty.

In accordance with Article X(1) of the NPT, Canada reserves the right to withdraw if:
“Extraordinary events… have jeopardized the supreme interests of its country.”

• 🇨🇦 Violation of Canadian trade sovereignty, including sudden U.S. embargoes on critical Canadian exports (uranium, energy, water rights).
• 🛰️ Interference in Canadian technological infrastructure, cybersecurity sovereignty, and AI innovation through U.S. unilateral regulations.
• 🌐 Global volatility, including increased nuclear proliferation and erosion of trust in traditional Western security alliances (e.g., NATO).

NPT Withdrawal Process
• Canada will file official withdrawal citing extraordinary events threatening national interest.
• Canada will submit this withdrawal to the UN Secretary-General and notify IAEA as per procedural requirements.
New Federal Legislation: The CSANSA
• Establishes the Canadian Nuclear Defence Agency (CNDA).
• Grants limited emergency powers to oversee:
• Research & Development
• Domestic uranium conversion and enrichment
• Weapons testing and secure storage
• Public safety, environmental safeguards, and transparency
Constitutional Amendment Recommendation
• Add Strategic Defence Clause to the Constitution Act:
“Canada reserves the right to develop and maintain weapons of mass deterrence when in the interest of national sovereignty, defence, and security.”
